PROBLEM TO BE SOLVED: To solve the following problems: duplication of an address is detected by a simple process when a VPN is established and duplication of the address is instantaneously avoided after establishing the VPN. SOLUTION: A router 1 executes the following steps: (1) assigning addresses to terminals belonging to the self-private network 100; (2) establishing the VPN 6; (3) transmitting a VPN request 3 which requests to be a DHCP server in the VPN 6; (4) receiving VPN ACK 4; (5) receiving the addresses assigned to other terminals 21-24 by other DHCP server in other private network 200; (6) detecting address duplication; and (7) updating the duplicated address.
