PROBLEM TO BE SOLVED: To provide a shutter device having high durability and to provide an arm member manufacturing method. SOLUTION: The shutter device includes: a shutter base plate 30 having an aperture part 36 and a groove 37; a driving pin 40 that moves along the groove 37; the arm members 12 and 22 that relatively move with the shutter base plate 30 through the driving pin 40; and shutter blades 11 and 21 that are attached to the arm members 12 and 22, so as to open/close the aperture part 36.
