PROBLEM TO BE SOLVED: To provide a fixing device using a heating means for converting light into heat, whose heating time is short and whose heat loss is small, and to provide an image forming apparatus equipped therewith. SOLUTION: In the fixing device, the heating means for fixing a toner image on transfer material on the transfer material by the heating means and a pressure means is constituted by arranging a transparent heat insulating layer on the outer circumference of a cylindrical transparent member inside which a light emitting mechanism is arranged, and providing a heat generating member for converting light into heat on the outside of the transparent heat insulating layer.
