<P>PROBLEM TO BE SOLVED: To provide an electrode catalyst layer for a fuel cell capable of reducing the quantity of a catalyst included in the electrode catalyst layer itself while suppressing drop of the output voltage of the fuel cell. <P>SOLUTION: A first electrode catalyst layer (anode) 114 includes one kind of region. A second electrode catalyst layer (cathode) 114c includes two kinds of regions L1 and L2. Specifically, the second electrode catalyst layer 114c includes a plurality of first regions L1 and a plurality of second regions L2 alternately arranged in a stripe-like form.
