PRIORITY CONTROL APPARATUS, PROGRAM, AND METHOD, AND SIP SYSTEM

PROBLEM TO BE SOLVED: To provide a priority control apparatus capable of suppressing increase of information used for judging retransmission of a session initiation protocol (SIP) request.

SOLUTION: The priority control apparatus includes: a function for determining whether a SIP request is a SIP retransmission request or not based on an identifier stored in a SIP request for which a low priority is determined and an under-processing identifier that is an identifier of the SIP request already received by a priority control apparatus and being under or waiting processing; a function for deleting, from the under-processing identifier, an identifier stored in a SIP response when receiving the SIP response; and a function for adding, to the under-processing identifier, an identifier of a SIP request which has a low priority and is not the SIP retransmission request.
