<p><P>PROBLEM TO BE SOLVED: To solve the problem of producing an influence such as a voice break caused by a delay or a packet loss on an existing speech communication channel, when calls exceeding a network design value are assigned in a VoIP network. <P>SOLUTION: Whenever a call is originated, a call control function section 51 refers to voice codec information in a control packet, and grasps a band for use in a channel having the newly originated call, and a use band calculation section 55 calculates a necessary band by adding a band currently in use to the band for use in the channel having the newly originated call. In a band comparison section 56, by providing an arbitrary limited band by a user, the necessary band is compared to the limited band, and if the necessary band exceeds the limited band, speech communication through the channel having the newly originated call is inhibited.
