PROBLEM TO BE SOLVED: To provide a watermark embedding system capable of easily taking consistency with a processing program of a printing medium both at a watermark information embedding side and at a reading side. SOLUTION: The watermark embedding system 100 is provided with a watermarked printing medium output device 110 and an information reader 120. The watermarked printing medium output device 110 includes: a watermark embedding section 114 for embedding, in an input image, algorithm information defining a procedure of image processing to be executed by the watermark reader 120; and a printing-out section 115 for printing the input image in which a watermark is embedded. The information reader 120 includes: an image input section 121 to which a watermarked image is inputted; an information reading section 122 for reading the algorithm information from the watermarked image; and an image processing section 123 for performing image processing on the watermarked image on the basis of the procedure defined by the algorithm information.
