PROBLEM TO BE SOLVED: To provide a plasmon-generating element which can be switched between a stage wherein a plasmon is not generated and a state wherein a plasmon can be generated. SOLUTION: The plasmon-generating element has a structure part containing Au particles having at least one kind of ligand, selected from among a group of thiol, disulfide, and phosphine, coordinated, and an electron injecting part which injects electrons into Au particles that are contained in the structure part.
