PROBLEM TO BE SOLVED: To provide an oil spill prevention apparatus which can positively adsorb and recover floating oil flowing from an upstream side of a river in case of oil spill for some reason in the river. SOLUTION: The structure of the oil spill prevention apparatus is set up by adjoining and laying a plurality of pocket portions on a net body formed like a network, and storing oil adsorbing mats in the respective pocket portions. The net body is mounted on an oil fence set in the river. The pocket portions of the net body each have a closing portion in an upper opening, and they are arranged in upper and lower stages. Further the pocket portions of the net body are arranged in front and rear sides, and the pocket portion on the front side and the pocket porion on the rear side are arranged so as to be shifted from each other in the vertical and horizontal directions.
