PROBLEM TO BE SOLVED: To provide a vibration control device which exerts a vibration control action by a simple mechanism, and to provide a building which is equipped with the vibration control device. SOLUTION: This vibration control device acts as a resisting element for suppressing the shaking of the building 10, caused by earthquakes, by introducing tension into wire ropes 192, 193, 292 and 293 so as to apply rigidity to the building 10. Additionally, even if the building 10 is horizontally displaced by the earthquakes, either of linear blocks 152 of the vibration control devices 100 and 200 is bound to a foundation beam 12 (via a reinforcing foundation beam 60 joined to the foundation beam 12, in the case of this embodiment) by means of the wire ropes 193, 292 and 294. Thus, the linear block 152 is held in an original position without following the displacement of the building 10. In other words, the linear block 152 is horizontally displaced relatively to the building 10. Nevertheless, the vibrational energy of the relative displacement of the linear block 152 and the building 10 is damped by dampers 182 and 183. COPYRIGHT: (C)2009,JPO&INPIT
