PROBLEM TO BE SOLVED: To provide a snow-melting system for a roof which can be post-fit to a long galvanized roof without the stripping of the long galvanized roof and facilitates construction by dispensing sheet metal work, and a construction method for the snow-melting system. SOLUTION: This snow-melting system 11 for the roof comprises: a snow-melting heating panel 13 with a built-in roof heater; a fixing bracket 16 which holds a seam portion 15 of a roof board 14 of the long roof 12 in a state of sandwiching it between both sandwiching pieces 31 and 32, so as to be fixed by means of fastening bolts 33 and 33; and a panel holding arm 17 composed of a plate-like body in which a holding arm body 52 of a front portion and a connecting portion 51 of a rear portion are integrally formed. The holding arm body 52 of the panel holding arm 17 makes the snow-melting heating panel 13 held by being pressed against the top of the roof board 14 of the long roof 12; and the fixing bracket 16 makes the seam portion 15 held in a sandwiched state, and makes the connecting portion 51 of the panel holding arm 17 fixed.
