PROBLEM TO BE SOLVED: To provide a controller and a control method for a fixed exercise loading apparatus which determines exercising load more suitable for the current situations of an exercising person based on multi-angle information on the exercising person. SOLUTION: The controller for the fixed exercise loading apparatus which enables exercising persons to carry out exercise under a load generated with an exercising device is provided with a database 3 for housing various types of standard data, an exercise intensity calculation part 101 which calculates the intensity of exercising indicating the degree of the exercising load of the exercising device from information on the exercising person pertaining to his physical functions, an exercising time calculation part 102 which calculates the exercising time with the exercising device from the information on the exercising person containing that input pertaining to the exercising habit of the exercising person and the standard data in the database and an exercising load control part 104 which transmits a control signal to a load controller of the exercising device from the intensity of exercising and the exercising time calculated.
