PROBLEM TO BE SOLVED: To provide an fire retardant material which is easily manufactured, excellent in fire retardancy, and can reduce generation of noxious fume, its manufacturing method and a floor material of a railway rolling stock. SOLUTION: The floor material 3 is the fire retardant material of laminated structure having fire retardancy, and the floor material for the railway rolling stock. A base material layer 4 is a basic member composing the floor material 3, and formed by a thermoplastic or thermosetting polymer material. A nano-material layer 5 is a part formed by a nano-material having nano-structure and bonded to the one side surface (upper surface) of the base material layer 4. The nano-material layer 5 is preferably formed by a nano-composite material to be a hybrid material controlled by a nano-scale. An adhesive layer 6 is a part for bonding the base material layer 4 and the nano-material layer 5. The adhesive layer 6 is a polymer containing a carboxyl group, a polymer containing an epoxy group, a polymer containing a hydroxyl group, polymer containing a urethane bond or a polyamide-based polymer or the like.
