PURPOSE:To ensure a stable power generating energy source, by a method wherein a wheel, placed so that it can be rolled on the slanted road surface of a circular road, is coupled to the one end of an arm extended from a generator situated in the central position of the road, and the wheel is continued to perform permanent circular movement along the road. CONSTITUTION:A power generating station 10 having a generator is built in the central position of a circular road 1 constructed on an off-shore place in a manner that fixed roads 7 and floating roads 8 are alternately arranged. Sloped road surfaces 7a and 8a, inclined in the same circumferential direction are formed on the roads 7 and 8, respectively, and a wheel 13, placed on the circular road 1 so that it can be rolled on the sloped road surfaces 7a and 8a, is coupled to the one end of an arm 14 extended from the generator 10. This constitution causes the float road 8, vertically moved according to a difference in a tide level, to assist transfer of the wheel 13, rolled on the sloped road surface 8a, from the front fixed road 7 to the rear fixed road 7. Thus, the wheel 13 is continued to perform permanent movement along the circular road 1, the circular movement is transmitted to the generator 10 through the arm 14, and a high-efficient and stable electric energy source can be ensured.
