A GSP receiver (11) performs high precision positioning by utilizing quasi-zenith satellites, specifies the relative position of a GSP receiver (11) to the body by comparing the positioning results with the position of its own vehicle specified by a road side unit (30) through image recognition, and further determines the credit worthiness in order to select a positional information utilization service being provided to a user depending on the credit worthiness. Consequently, positioning precision is enhanced without forcing a burden on the user and a proper service can be provided depending on the precision of positioning.
