A method of manufacturing a film optical waveguide is provided to improve a bending of the film optical waveguide by increasing a difference in refractive indexes of a clad film and a core solution. A film optical waveguide includes an upper clad film(130), a lower clad film(100), and a core solution(120). A partial groove(110) is formed on the lower clad film. The core solution is filled in the partial groove. The upper clad film is attached to the lower clad film, where the core solution is filled. The core is cured by using heat or UV(Ultra-Violet) rays. The partial groove is formed by using a diamond blading method or a laser cutting method. The lower clad film and the upper clad film are made of the same or similar material. The core solution is an adhesive material, such that the upper and lower clad films are fixed.
