PROBLEM TO BE SOLVED: To provide a transparent electrode and an element member for reducing organic electroluminescence element driving voltage, power consumption, or the like. SOLUTION: The transparent electrode and the element member for the organic EL element or the like has a transparent conductive film as a surface layer containing a tin oxide as a main component, containing one or more kinds of a titanium element, a vanadium element and a molybdenum element as impurities for work function modulation, containing a fluorine or antimony element as impurities for conductivity control, and having a surface work function of the transparent electrode being a value of 5.2 electron volt or more. This constitution can provide the transparent electrode and the element member for the organic EL element or the like using the transparent electrode with characteristics of a large work function value and a high light transmittance in a visible region and low electric resistance.
