PURPOSE:To enhance the efficiency of polishing without damaging a polished surface, by causing a binder to contain a copolymer made from vinyl chloride and vinyl acetate and having a hydroxyl group, and a copolymer made from vinyl chloride and vinyl acetate and having a carboxyl group. CONSTITUTION:For example, a copolymer made from vinyl chloride, vinyl acetate and vinyl alcohol is used as a copolymer made from vinyl chloride and vinyl acetate and having a hydroxyl group, and a copolymer made from vinyl chloride, vinyl acetate and maleic acid is used as a copolymer made from vinyl chloride and vinyl acetate and having a carboxyl group. The hydroxyl group acts to sufficiently disperse a polishing agent in a polishing applied film 2. The carboxyl group acts to cause the polishing agent to firmly adhere to the polishing applied film 2. As a result, the polishing agent is prevented from gathering to a single point to cause nonuniform polishing or damage, and is also prevented from coming off the applied film 2 and drifting between the film and a polished surface to damage it. Since reliable polishing is thus enabled, the polishing agent of high Mohs' hardness can be used to enhance the efficiency of polishing.
