PROBLEM TO BE SOLVED: To obtain user information required in a state that the information is kept secret from a third party while suppressing a communication burden of a TTP (Trusted Third Party) and a service providing server. SOLUTION: Additional information is given to received user log-in information, and information in which additional information is given to user log-in information is encrypted by a different encryption key for each service which the user receives. Then information about the user is given to the encrypted information, and the information which is given the information about the user to the encrypted information is encrypted by an encryption key unique to a service use identification creation device.
