PROBLEM TO BE SOLVED: To combine heat transfer promoting effect and draining performance by cut and raised portions in a finned-tube type heat exchanger. SOLUTION: This finned-tube type heat exchanger 1 comprises heat transfer fins 2 and a plurality of heat transfer tubes 3. The heat transfer fins are disposed in the airflow. The plurality of heat transfer tubes are inserted into the heat transfer fins and disposed roughly orthogonally to the airflow. The heat transfer fins are provided with the plurality of first cut and raised portions 21a-21c formed below the heat transfer tubes, and a plurality of second cut and raised portions 21d-21f formed above the heat transfer tubes. A first straight line L1 virtually connecting the plurality of first cut and raised portions is inclined to so that the downstream side is farther than the upstream side from a third straight line L3 passing through central axes of the heat transfer tubes in parallel with the flowing direction of airflow. Further, a second straight line L2 virtually connecting the plurality of second cut and raised portions is inclined so that the downstream side is closer than the upstream side from the third straight line.
