PROBLEM TO BE SOLVED: To provide a hydrophilic composition to be used for forming a hydrophilic film having excellent stainproofness, antifoggingness, further good frictional resistance, and to provide a stainproof and antifogging hydrophilic member bearing such hydrophilic film. SOLUTION: The composition for forming hydrophilic membrane comprising (A) an amphoteric low molecular compound; (B) a hydrophilic polymer; (C) an alkoxide compound including an element selected from Si, Ti, Zr, and Al; (D) a metal complex catalyst is used.
