Transmission characteristic degradation caused by high-frequency noise is suppressed to perform a wavelength changeover at high speed. The output wavelength of a light-emitting laser diode (11a) is changed by an applied wavelength control signal for changing the wavelength. A wavelength control unit (12) outputs the wavelength control signal. A filter unit (13) performs a filtering process on the wavelength control signal to remove high-frequency noise superimposed on the wavelength control signal. In addition, the filter unit (13) halts the filtering process when the wavelength is controlled and executes the filtering process in operation mode.
