The tool has a metallic body (1) comprising fixed and mobile arms (6, 8) with respective gripping handles or zones (7, 9). A blade (10) has a flat notched cutting edge and a back face, and is connected to the mobile arm. The blade pivots with the mobile arm between an open position to receive a plate to be cut between the body and the blade, and a closed position at the end of cutting. The blade and the mobile arm are partially arranged inside the body. The body has a slot to receive the blade during cutting and via which the blade leaves the body in open position.
