PROBLEM TO BE SOLVED: To provide a timer circuit and a time-counting method by which time can be obtained at a high resolution and at low cost, by suppressing increase of RAM capacity. SOLUTION: The timer circuit includes a memory portion (13) for storing a series of time-dependent first data contents in a predetermined address region; a target value generating portion (35) which reads out the first data contents from a readout address of the memory portion and generates third data contents as a target value in which the first data contents are added to second data contents; a counter (37) which performs counting and outputs a counted up signal, when it counts up to the target value; and a control portion (11) which sequentially designates a next readout address of the memory portion for each count up so that a series of operations of the target value that generates portion and the counter can be performed.
