PROBLEM TO BE SOLVED: To provide a conductivity development method in which conductivity is developed by using metallic ultra-fine particles composed of silver and in particular the conductivity can be obtained without a calcining process which is needed in a conventional method and provide a conductive member. SOLUTION: The conductivity development method includes a process in which metallic ultra-fine particles composed mainly of silver which is dispersed as a metallic colloid in water and/or organic solvent is given on a base material and the portion containing the metallic ultra-fine particles develops conductivity, and a reducible substance which can reduce silver ion is made to work on the metallic ultra-fine particles.
