PROBLEM TO BE SOLVED: To eliminate the dispersion of cell voltage without increasing the cost. SOLUTION: A capacitor unit is constituted of a plurality of capacitor cells that are connected in series. When dispersion occurs in cell voltages V1 and V2 of the capacitor cells C1 and C2, a charging processing is performed, until maximum cell voltage V1 reaches processing upper limit voltage VH2 of an overcharge voltage range, and the capacitor unit is left, as it is. Thus, self-discharge speed (slope of the graph) of the capacitor cell C1 is significantly improved, and a self-discharge speed difference between the capacitors cells C1 and C2 is enlarged. Thus, the voltage difference between the capacitor cells C1 and C2 is reduced, in self-discharge. In this way, since the self-discharge speed difference is utilized, the fluctuation of cell voltage is eliminated, without having to increase the cost. COPYRIGHT: (C)2009,JPO&INPIT
