PROBLEM TO BE SOLVED: To provide a semiconductor circuit for performing a filtering function of noise and a delay function of a signal by performing an output in which an input signal is reflected immediately at the time of power supply start-up and performing usual delay processing in a steady state after the power supply start-up. SOLUTION: The semiconductor circuit is provided with a delay circuit containing a capacitor for delaying the transmission of an input signal by charging and discharging a capacitor according to the input signal, a charging means for charging the capacitor in a time shorter than that required for charging the capacitor in the delay circuit, a power-on reset circuit, a logical gate. The power-on reset circuit outputs a pulsed signal for a certain period of time from a time of power supply start-up. The logical gate performs logical operations of an output of the power-on reset circuit and the input signal.
