PROBLEM TO BE SOLVED: To provide an aerial node device which can construct a network in place of a network node which has been damaged when a disaster or the like has occurred. SOLUTION: The aerial node device comprises a floating means 31 for floating through the air, a thrusting means 32 for moving and stopping in the air, a power supply, and a wireless communication portion 35. The device also includes a GPS 36 for detecting positional information about itself, the wireless communication portion 35 for acquiring positional information on the other aerial node device obtained through mutual communication with the other aerial node device; a calculating means 37 for calculating positional information enabling required communication, based on the positional information on itself detected by the GPS 36; the positional information on the other aerial node device acquired from the wireless communication portion 35, and positional information on a ground station which is provided if needed; and a moving/stopping control means 38 for controlling the propulsive means 32 based on the positional information calculated by the calculating means 37.
