PROBLEM TO BE SOLVED: To improve the character recognition rate of a character image with diagonal lines drawn on a background. SOLUTION: The identification recognition system comprises a scanner 2 for reading an image from an application 1 and a computer 10. A CPU 16 of the computer 10 acquires an image of a predetermined character of a license 23, for example, a license number part M, from the image of the application 1 acquired by the scanner 2, cuts out each character unit from the image in order according to a license format, rotates the fifth to eighth character images with shaded backgrounds to an angle so that diagonal lines are substantially horizontal, removes the back pixel component (diagonal line component) horizontally constituting the lines, extracts a characteristic vector of the character image, and recognizes characters using a second dictionary 13c set exclusive for rotated character images.
