PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses image defects due to toner scattering or transfer failure even in repeated image output for a long period of time and provides a superior output image. SOLUTION: The image forming apparatus is equipped with an image holder, a charging means to charge the image holder, an exposure means to form an electrostatic latent image on the charged image holder, a developing means to develop the electrostatic latent image to form a toner image, a primary transfer means to transfer the toner image onto an intermediate transfer body, and a secondary transfer means to transfer the toner image once transferred onto the intermediate transfer body to an image output medium. The apparatus satisfies all of the following expressions (1): 0≤Log(R)-Log(6.0×10<SP>11</SP>×tanδ), (2): 9.2≤Log(R)≤10.0, and (3): 1.0×10<SP>-3</SP>≤tanδ≤10.0×10<SP>-3</SP>, wherein Log(R) represents a common logarithm (logΩ/square) of the surface resistivity of the intermediate transfer body and tanδrepresents the dielectric loss tangent of the toner at 1 kHz.
