<P>PROBLEM TO BE SOLVED: To extract a reference relationship between electronic documents by specifying the hierarchical structure of document transmission based on a communication plan. <P>SOLUTION: A communication plan database 110 stores a communication plan by summarizing "which document" should be transmitted "from whom", "to whom", "when", and "how". A non-reference relationship extraction means 120 extracts which document transmission between which members is non-reference based on the communication plan, and generates a non-reference relationship table. A hierarchical structure specification means 130 specifies a hierarchical structure from the start user to the end user in the document transmission by considering the non-reference relationship displayed in the non-reference relational table based on the transmission records of the electronic document stored in the communication plan or the transmission document database 330.
