PROBLEM TO BE SOLVED: To separate a background and a dot and to excellently detect the dot. SOLUTION: Whether or not the level of a center pixel indicated by×of a matrix composed of 5×5 pixels is the maximum or minimum level inside the matrix is detected. The average value of the levels of two pixels each indicated by square marks and▵respectively at symmetrical positions in multiple directions across the center pixel and the level of the center pixel are compared, and whether or not the difference is larger than a threshold A is detected. When the level of the center pixel is equal to or higher than a threshold B, it is defined that it is not the background. When it is detected that the center pixel is at the maximum or minimum level, is larger than the threshold A and is not the background, the center pixel is defined as a pole pixel, and vicinity pixels including the pixel under consideration are detected as a dot part on the basis of the number of pole pixels in a prescribed two-dimensional area including the pixel under consideration.
