PROBLEM TO BE SOLVED: To provide an optical couple of high mass productivity which easily achieves a high aspect ratio by using a waveguide having two or more laminar waveguides laminated therein. SOLUTION: An optical coupler 100 includes a waveguide 141 for optical coupling formed on an optical device 110 and a waveguide 142 for optical coupling formed on a circuit board 120. Each of waveguides 141 and 142 is formed by laminating two or more laminar waveguides 145 having a low aspect ratio. Each laminar waveguide 145 includes a laminar core 146 and a laminar clad 147, and a plurality of laminar waveguide 145 are laminated so that positions of laminar cores 146 may coincide with each other, whereby the waveguides 141 and 142 for optical coupling are formed.
