PROBLEM TO BE SOLVED: To provide an easily designable new fluorine-containing urethane (meth)acrylate having small carbon number of a perfluoroalkyl group necessary for producing a polymer-type fluorine-based surfactant having small carbon number of the perfluoroalkyl group, a method for producing the (meth)acrylate and a fluorine-based surfactant produced by using the (meth)acrylate. SOLUTION: The invention provides a compound having structural formula (A) (R is a 1-10C alkyl group which may have a hydroxyl group; and PFPE is a perfluoropolyether group), a method for producing an amine containing a perfluoropolyether, and a surfactant containing the compound of structural formula (A) as an essential component.
