<P>PROBLEM TO BE SOLVED: To provide a flash control device and a flash control system that are able to establish proper intensities of optical communication in accordance with various conditions at the time of photographing. <P>SOLUTION: A flash control device for controlling a slave SB that emits a flash upon receiving an operational instruction via optical communication has a flash emitting part 17 for emitting an optical signal used for the optical communication, a power supply detecting part 70 detects the attachment of a power pack 70 and the detection result is transmitted to a camera microcomputer 31 via an SB microcomputer 51.
