PROBLEM TO BE SOLVED: To provide a system and a transfer method, wherein a plurality of user networks at different positions can be constituted as a single LAN, only within a WDM-PON system. SOLUTION: The system relates to the WDM-PON system having an OLT, an optical divider and a plurality of ONUs. The optical divider has an upstream optical fiber and a downstream optical fiber, with respect to a port connected to the OLT, and a port connected to the ONU is connected to the upstream optical fiber and the downstream optical fiber via a wavelength filter for each user. The ONU has a labeling means for adding a label, containing a return flag on a packet to be transmitted to another ONU. The OLT has a label determining means for determining whether the return flag is added to the label added to the packet received from the optical divider, and the packet which is determined that the label containing the return flag is added is, by return, transmitted to the optical divider, as it is.
