PROBLEM TO BE SOLVED: To provide an optical information recording and reproducing device in which a gap servo can be pulled in stably by evading a risk of collision of SIL and an optical disk caused by external vibration, attitude difference, or the like during pull-in of the gap servo. SOLUTION: The device is provided with a converging optical system 50 composed of an objective lens 10 and SIL 11, an actuator driving the converging optical system in the vertical direction and in the tracking direction for an optical disk surface, a displacement detecting circuit 105 detecting a displacement signal in the tracking direction of the converging optical system, a gap error detecting circuit 103 detecting a gap error signal, a gap servo circuit 110 performing gap servo based on the gap error signal, and a position servo circuit 112 servo-controlling the actuator in the tracking direction during pull-in of the gap servo.
