PROBLEM TO BE SOLVED: To provide a technique that assures the responsiveness to a data request in a distributed system, in which a plurality of networks are interconnected with each other, without increasing the load on management/operation and processing of a server that manages data even if the amount of data and the number of data users are increased, and without hindering real-time processing and communication. SOLUTION: When a data management server 111-a receives a data request from a user terminal 121-a, the data management server 111-a transmits an inquiry about the requested data to other data management servers while determining whether the data management server 111-a itself currently collects the requested data. From the result of this determination and the responses transmitted from other data management servers, a data management server that currently collects the same data as the requested data is selected from among the plurality of data management servers, and an execution instruction for the data request is given to the selected server. The data management server that receives the execution instruction performs a determination according to a predetermined policy and forwards the execution instruction to other data management servers.
