PROBLEM TO BE SOLVED: To execute a sequence program at a speed beyond the throughput of a built-in CPU of a programmable controller. SOLUTION: By means of a personal computer 1, an execution time of one or each of a plurality of program processing units serving as component units of the sequence program is simulated, and according to the simulation, the sequence program is classified into a plurality of levels of processing units by a processing speed. Then, processing speed information is added to the classified processing units, and the sequence program, in which the processing speed information is added to the processing units, is transferred from the personal computer to the programmable controller. In the programmable controller, a processing unit with a low processing speed is previously transferred to another CPU by referring to the processing speed information. In execution of the sequence program, the programmable controller asks another CPU to execute the processing unit with a low processing speed for distributing execution of the sequence program, so that the programmable controller can achieve its speed-up.
