PROBLEM TO BE SOLVED: To provide a liquid developer having stable charging characteristics and allowing a toner layer to be inexpensively formed with high resolution and high accuracy, by improving charging property of the toner without increasing an addition amount of a charge control agent. SOLUTION: The developer includes toner particles dispersed in an electric insulating solvent, wherein the toner particle comprises a core particle, a coating layer comprising thermoplastic resin fine particles coating the core particle, and a charge control agent and an organic compound having a nonionic functional group with an unpaired electron, added to the coating layer surface.
