PROBLEM TO BE SOLVED: To provide a cleaning device having high removal performance while preventing wear on a surface moving member to be cleaned and on a cleaning blade, and maintaining the contact state between the surface moving member and the cleaning blade with lapse of time, and to provide an image forming apparatus and a process cartridge having the cleaning device. SOLUTION: A blade holder 32 holds a blade 31 through a warpage regulating means; a support shaft 34 and a bearing 35 are configured to be engaged with each other so that the blade holder 32 can be flexibly displaced with respect to the device main body; the support shaft 34 is disposed in the device main body on the more downstream side along the moving direction of the surface of a photoreceptor 101 from the normal line on the surface of the photoreceptor 101 in contact with the blade 31.
