A method for determining a motion vector is provided to improve the efficiency of bi-productive picture coding by increasing the possibility that a direct mode is selected as a prediction mode of macroblocks. When a block at the same position of a reference picture has only a list 1 motion vector, the list 1 motion vector is selected as a motion vector for inducing list 0 and list 1 motion vectors of a bi-predictive block. The selected motion vector is scaled based on a temporal distance between the reference picture and a current picture. At least one motion vector of the bi-predictive block is induced by applying a bit operation to the selected motion vector.
