<P>PROBLEM TO BE SOLVED: To easily add encrypted data bound to information recording medium to other already recorded media. <P>SOLUTION: A user terminal 30 specifies necessity of addition when contents are required. When adding data, medium information and encrypted information of already recorded contents are sent to a distribution center 10. In the distribution center 10, when request of content addition from the user terminal 30 is received, the encrypted contents to be added is decoded once by a corresponding content key. Encrypted key information is decoded by the medium information from the user terminal 30 and the content key of the already recorded content is decoded, decoded content to be added is encrypted again by this decoded content key, and it is distributed to the user terminal 30.
