<P>PROBLEM TO BE SOLVED: To provide a quality courtesy service to a user even if user's personal information is not held on a store side, and to improve the repeat rate of a user living in a place distant from the store. <P>SOLUTION: A GPS information acquisition section 11 periodically determines terminal positional information, and accumulates it in a GPS database 13. When a portable terminal detecting section 21 detects the approximation of a portable terminal 10, a condition delivering section 22 extracts condition information from a condition database 24, and transmits it to the portable terminal 10. A condition determination section 12 determines whether it matches with a service provision condition based on the terminal positional information and the received condition information. In this case, the condition determination section 12 determines the residence rate, and determines whether it is more than the residence rate shown in the condition information.
