<P>PROBLEM TO BE SOLVED: To suppress the deterioration of emission and fuel consumption as much as possible in a cooling device. <P>SOLUTION: The position of the valve element of a first three-way valve 350 is controlled to a position where the circulating supply of cooling water through a branched flow path 310c is blocked when an engine 200 is operated and when the engine 200 is stopped and heating request is not made in a vehicle 10. When the engine 200 is stopped and heating request is made, heating mode during stoppage is carried out. In the mode, the position of the valve element of the first three-way valve 350 is controlled to the position of the valve element where the circulating supply of the cooling water through the branched flow path 310c is carried out, and simultaneously a first motor-driven W/P320 is stopped, so that the cooling of the engine 200 is stopped.
