PROBLEM TO BE SOLVED: To provide an agent for depurating, stabilizing and fixing a soil by decomposing organic chlorine-based substances in a soil contaminated with organic chlorine-based solvents etc. and further by converting heavy metals into solidified substances for rendering the heavy metals harmless. SOLUTION: This agent for depurating, stabilizing and fixing a soil was produced by blending a solidifying agent prepared by blending a blast furnace slag or a papermaking sludge, lime and gypsum all in appropriate amount, with a powder granule prepared by mixing a stabilized dioxide salt carbon and chlorinated isocyanuric acid with sodium bicarbonate and when a target soil has been subjected to a treatment with this agent, no organic chlorine-based solvent and no heavy metal have been detected in the treated soil.
