PROBLEM TO BE SOLVED: To provide a notification system for easily and efficiently providing a communication opportunity for a plurality of users to get together in the same space and take the same action without imposing a burden on each user. SOLUTION: When the kind of action and a staying location of a first user out of a plurality of users in a community is detected by a detecting means, the users whose likings conform to at least one of the kind of action, the staying location and equipment related information of equipment used by the first user acquired by an acquisition means, are selected as notification destination candidates out of the users other than the first user among the plurality of users. The second user who can be notified of a message from the first user is selected out of the notification destination candidates based on the kind of action and staying location of each notification destination candidate detected by the detecting means, notification propriety information between the users indicating message notification propriety between the users, and individual notification propriety information of each notification destination candidate indicating the message notification propriety according to the staying locations and the kinds of action, and the second user is notified of the message urging the second user to take the same action as the first user.
