PROBLEM TO BE SOLVED: To provide a wall thickness evaluation device and method, capable of evaluating precisely which is a wall thickness or non-wall thickness. SOLUTION: This thickness evaluation device is provided with an evaluation reference point setting means for setting an evaluation reference point A1on an outer circumferential face of a three-dimensional model for specifying a shape of an object to be measured, a first distance calculation means 15 for calculating a distance S1from the evaluation reference point A1up to a first intersection B1where an evaluation vector extended along a perpendicular direction of the outer circumferential face is crossed with the outer circumferential face, a perpendicular vector generation means 16 for generating a perpendicular vector Y1extended along a direction perpendicular to an evaluation vector X1from a start point on the evaluation vector X1, a second distance calculation means 20 for calculating a distance T1between intersections D1, E1where perpendicular vectors Y1, X1are crossed with the outer circumferential face, a first decision means 21 for deciding a level relation between a second distance T1and a first threshold value, and a first determination means 22 for determining a first distance S1as a value effective for the wall thickness, when a second distance T1is the first threshold value or more.
