PROBLEM TO BE SOLVED: To provide a fixing device capable of exhibiting desired fixing characteristics, even when shortening the warmup period and being continuously used over a long time, and to provide an image forming apparatus. SOLUTION: The fixing device 90 includes a pressure roller 91 having a first heater 93; an endless belt 92, disposed so as to be turnable in circulation in contact with the peripheral face of the pressure roller 91; and a second heater 94 disposed inside the endless belt 92. The first heater 93 and second heater 94 have heating elements 931 and 941, respectively formed from porous ceramics. While a recording medium P with an unfixed image T held thereon is made to pass through a nip section N, pressure and heat are applied to the recording medium P, thereby fixing the unfixed image T to the recording medium P.
