It is possible to provide a word database creation system or the like in which the overall management of information on the user using a communication terminal can be facilitated to provide advertisement information which can easily attract the user's attention on the basis of the information and exhibits a high advertising effect. The word database creation system has: a terminal identifier acquiring section for acquiring a terminal identifier for identifying a portable telephone terminal; a query information acquiring section for acquiring query information from the portable telephone terminal; a word information generating section for generating word information by performing the character-conversion of the query information; an importance degree information generating section for generating importance degree information on the word information on the basis of at least any one of the type of query information or the number of acquisitions thereof; and a database creation section for creating a word database by associating the generated importance degree information, the word information, and the terminal identifier with each other.
